What to verify

Check the local plan for purpose-built student accommodation policy and any nomination agreement requirements.
Check university growth plans from the university itself.
Check use-class classification: PBSA is usually sui generis in England.
Test fire strategy and building height triggers early.
Check CIL and S106 exposure.

Building safety triggers

In England, higher-risk building rules generally apply to buildings of at least 18 metres or 7 storeys that contain at least two homes (and to some care homes and hospitals). Which gateway steps apply depends on the building's height, storeys and use and on the proposed work. It is not set by the council.
